Capacity Building Facility for Kosovo (CBF)
What is Capacity Building Facility (CBF) Project doing:
Linked to concrete ‘Standards for Kosovo’ objectives, the CBF offers assistance to ministries, public agencies and municipalities to define their role, rationalize their structures, and simplify their administrative procedures. The project will build the knowledge and leadership skills of their staff in formulating and implementing policies, reforms and programmes and utilizing financial and human resources to improve their performance and instill a professional culture of integrity, transparency and accountability in the public service.
How is this being achieved:
Through a combination of on-the-job coaching and advisory services for middle and senior level leaders in the civil service, the CBF will, on demand, address leadership and change management deficiencies in government ministries, agencies and municipalities. Our clients are involved in leading complex projects and initiatives, including the planning and implementation of public administration and economic reforms.
Why:
Provisional Institution of Self Government (PISG) are young institutions and there is a need to strike a better balance between the demands for effective and efficient civil administration in the short term, while carefully targeting resources toward strengthening local capacity for the longer term. This is in order to promote the government’s leadership role in sustaining equitable development.
Who is involved:
The CBF Project is a joint initiative between the UNDP and Kosovo’s Foundation for Open Society (KFOS), endorsed by the Office of the Prime Minister and supported by the Norwegian Ministry of Foreign Affairs (donor). It is governed by a Steering Committee composed also by Ministry of Economy and Finance, Ministry of Public Services, Ministry of Local Government Administration, KFOS and UNDP and chaired by the Office of the Prime Minister.
Results:
To date, CBF Project has assisted the PISG with 108 advisors, covering 123 assignments, in areas of institutional development, rule of law, and economy, rooted in the “Standards for Kosovo” Implementation Plan. Our coaches and advisors have assisted in diverse areas such as: gender issues, social welfare, inter-ethnic dialogue, informal dwellings, property rights, religious freedom; economy and fiscal policies, industry, energy, European Integration, environment, etc. all in view of the Standards Implementation.
