Security Sector

Traditionally the reform of security and rule of law has looked at the police, the judiciary and at emergency preparedness.

For the past two years UNDP has been working to promote a broader understanding of the needs of Kosovars and how their views can be incorporated into the region’s institutions.

People in Kosovo are primarily concerned about the economy and the delivery of basic services. If these worries are left un-tackled they can, in some cases, lead to instability and provoke crises.

The principle project in this area has been the Internal Security Sector Review. After extensive research into the concerns of ordinary Kosovars and consultations with decision makers within the government and international community, the ISSR is making recommendations in several key areas, which cover Kosovo’s future security architecture and management. The proposals are also a basis for future UNDP projects.

Working in co-operation with the Kosovo Judicial Institute, UNDP has also developed a new programme to help simplify the work of the judiciary. Since the arrival of the UN administration in Kosovo a range of new criminal and civil legislation has been introduced, but research shows that these laws are being interpreted in differing ways by judges. In an attempt to bring a moreunifi ed approach to the law, the project will provide commentaries on existing laws that will help judgesin their work. This practise is used widely throughout judicial systems around the world. On the job training, and dedicated training courses provided by the project should also improve Kosovo’s judicial service. The project will offer also extensive training to judges.
