Security Sector
Traditionally the reform of security and rule of law has looked at the police, the judiciary and at emergency preparedness.
For the past two years UNDP has been working to promote a broader understanding of the needs of Kosovars and how their views can be incorporated into the regions institutions.
People in Kosovo are primarily concerned about the economy and the delivery of basic services. If these worries are left un-tackled they can, in some cases, lead to instability and provoke crises.
The principle project in this area has been the Internal Security Sector Review. After extensive research into the concerns of ordinary Kosovars and consultations with decision makers within the government and international community, the ISSR is making recommendations in several key areas, which cover Kosovos future security architecture and management. The proposals are also a basis for future UNDP projects.
Working in co-operation with the Kosovo Judicial Institute, UNDP has also developed a new programme to help simplify the work of the judiciary. Since the arrival of the UN administration in Kosovo a range of new criminal and civil legislation has been introduced, but research shows that these laws are being interpreted in differing ways by judges. In an attempt to bring a moreunifi ed approach to the law, the project will provide commentaries on existing laws that will help judgesin their work. This practise is used widely throughout judicial systems around the world. On the job training, and dedicated training courses provided by the project should also improve Kosovos judicial service. The project will offer also extensive training to judges.

Kosovo Small Arms Control Initiative (KOSSAC)
What is KOSSAC doing?:
The work to address Small Arms and Light Weapons (SALW) control is part of the UNDP commitment to promote human security and a sustainable development in Kosovo. This will be archived through establishment of a national SALW commission, development of a national small arms control strategy, development of legal and regulatory frameworks covering civilian possession and sale of small arms, as well as trafficking and cross-border proliferation issues.The project will result in sufficient capacity generated and knowledge transferred when Provisional Institutions of Self-Government (PISG) bodies will assume full responsibility for the control of small arms.

Kosovo Protection Corps Resettlement Programme (KPC RP)
The KPC is a civil protection body that has served under UNMIK auspices since 1999. The KPC has been dissolved in June 2009, resulting in approximately 1600 former personnel being without employment.

- Support to Security Sector Development (3SD ongoing) Key project activities will include: (1) building security policy development and implementation capacity within new and existing institutions through provision of trainings to civil servants and deployment of technical advisors; (2) drafting a new legislation; (3) strengthening media relations management capacity in the security sector; (4) promoting Kosovos integration into regional security activities. Womens Safety and Security Initiative (WSSI)
WSSI approaches gender-based violence from a unique security perspective, and strengthens the capacity of both civil society and public institutions to combat domestic violence and human trafficking.
