Results and achievements 2008

  • Significant progress in Resettlement Programme of Kosovo Protection Corp with innovative partnership with NATO stabilizes Kosovo security environment and enhanced Kosovo local security institutions.  

  • Effective launching of Justice and Security Sector Reform with help of BCPR JSSR funding facility has enabled UNDP to be the main player of Justice and Security sector. 

  •   The Area Based Development (ABD) programme which is an only comprehensive international development operation in the northern Kosovo provides ground for multi-ethnic collaboration for the community development.

  • Return and Resettlement in Kosovo (RRK) programme materialized the effective partnership between UNDP and European Commission for the capacity development of Kosovo Institutions for minority’s return.

  • Early Warning Report continues to provide fundamental monitoring tool of social stability to both internal and international stakeholders. The report gained further confidence in policy formulation of different users, government, aid agencies, diplomatic communities etc. 

  •   Active Labor Market Project has achieved more than 7000 employment in 2008 and this has enabled the successor project development in close partnership with Kosovo institutions.

  • Capacity Development Fund project has developed into a major partnership with KFOS/Soros Foundation and now considered by the Kosovo institutions as the principal facility to provide national capacity.

  • The UN Convention of Climate Change has been promoted through the Environment workshop in May 2009 and the Kosovo Ministry of Environment has signed the MOU with UNDP to formulate comprehensive environment policy plan. 

  • UNDP Office has been structured around 4 programme pillars; Democratic Governance/Environment, Justice and Security, Social Inclusion and Economic Development and Private Sector, with effective programme support capacities. Also Policy and Programme Development Unit and Communication Unit have strengthened its policy analysis and outreach functions. A senior Gender Advisor has been posted to the office as part of the Senior Management team, in order to harness gender mainstreaming in the programme and operation.

  • A multi-component MDG Programme has been effectively launched around 3 pillars; Parliament awareness, Private Sector Development and Aid Coordination.

  • The Assembly of Kosovo has approved MDG resolution in 2008 and pursues the necessary legislations. There will be a high level event of MDG in October with possible involvement of UNDP Administrator via video conference with members of parliament in Kosovo Assembly.

Results and achievements 2007

 Since it's establishment in Kosovo in 1999, UNDP Kosovo has delivered more than USD 100 million of assistance to Kosovo.
UNDP’s primary goal is to reduce poverty by helping to promote economic growth. It also strives to improve the strength of Kosovo’s institutions, enhance people’s everyday security, and improve environmental sustainability. These plans are aligned with UNDP’s global mandate for poverty reduction as well as the Millennium Development Goals.

All programmes emphasize the role of partnership, and the use of local expertise where possible to provide solutions that suit Kosovo.

During 2007, UNDP Kosovo has delivered USD 17 million across all its projects as follows:

Kosovo HDR

The Kosovo Human Development Report 2006 is the third such report for Kosovo. It analyzes youth problems and opportunities, the role of youth in the development processes in Kosovo, issues regarding education, employment, decision-making, civil cohesion, and participation in society as a whole.

The Second MDG Report for Kosovo follows on from the baseline United Nations Development Programme (UNDP) Report of 2004 and assesses the work done so far in achieving the MDGs in Kosovo. It identifies targets and indicators adapted to Kosovo priorities and local circumstances.

The EWS Reports (four in 2007), continue to build the capacity of local analysts to foresee potential crisis by providing updated information on key socio-economic and political indicators. 

Two publications related to "Development and Transition", a Kosovo edition of a joint UNDP Bratislava and London School of Economic initiative and their launch in Mitrovica on Conflict and Development and in Pristina on Private Sector Development.

This follows on from the baseline United Nations Development Programme (UNDP) Report of 2004 and assesses the work done so far in achieving the MDGs in Kosovo. It identifies targets and indicators adapted to Kosovo priorities and local circumstances. This year’s Global HDR, entitled Fighting climate change: Human solidarity in a divided world, which focuses on the impact of climate change on the world’s poor and vulnerable, highlights that the role of energy in human development is reflected in the record of emissions of CO2.

Roma Regional Project

Establishment of women and youth Roma, Ashkali and Egyptian communities groups in Ferizaj/Urosevac and Prizren; establishment of two Municipal committees in Ferizaj/Urosevac and Prizren; involvement of communities in decision making; capacity raising for Roma, Ashkali and Egyptian civil society members - in total 60 people participated in different trainings from these communities; drafting of action plan for communities department in MCR; finalisation of manual of procedures for the work of those communities. Swedish International Development Agency – SIDA donated USD 150,000 towards this project.In 2008, the UNDP Policy Cluster will continue with the preparation of the same policy papers and plans to work with the Kosovo Assembly to mainstream/integrate MDGs and E

Active Labour Market Programme (ALMP)

The Active Labour Market Programme is supported by Norwegian Government and is implemented in close cooperation with Ministry of Labour and Social Welfare. During 2007, the ALMP project facilitated training/employment of 1,400 jobseekers where 49.5% are female and 13% are minorities. The project is implemented throughout Kosovo. The total value of the project in 2007 is more than USD 1 million.

In November 2007, UNDP signed a Memorandum of Understanding (MoU) with the Ministry of Labour and Social Welfare for transfer of 96,000 EUR to UNDP to implement Active Labour Market Programme. The project will continue with following activities in 2008:

1. On-the-Job training – primary education
2. Pre-Employment Training – Secondary education
3. Employment Subsidy – Vocational training graduates
4. Vocational Training (private provider) and
5. Internship Scheme – University graduates

From 2005 to 2007, 3,500 registered job seekers benefited long term employment from the UNDP employment project.

Capacity Building Facility Project

A total of 36 CBF advisors at central and municipal level, have assisted in diverse areas such as: gender issues, social welfare, inter-ethnic dialogue, economy, industry, energy, anticorruption, European Integration, and legislation. CBF coaches and advisors work with middle and senior level civil servants, such as CEO’s, directors and Permanent ecretaries.

Capacity Building Facility Project is funded by United Nations Development Programme (UNDP), Kosovo’s Foundation for Open Society (KFOS) and the Norwegian Ministry of Foreign Affairs. The total funds spent in 2007: USD 494.000.

Capacity Building for European Integration

Since the launch of the project in June 2006, a total of 36 high-level CBEI Advisors have been mobilised by the project.
Capacity Building for European Integration is  enerously funded by the European Agency for Reconstruction. The total disbursement in 2007 is USD 2,100,000.Kosovo Transparency Initiative (KTI)

USD 50,000, and additional USD 320,000 mobilized from Romania and DGTTF. KTI organized a number of public events to generate public debate on transparency and corruption: seminar with representatives of media; regional Conference on Transparency and Anti-Corruption with representatives of civil society and media; three weeks intensive media campaign targeting Kosovo wide public; awards for the Best Journalism Story on Transparency and Anticorruption 2007; 75 women candidates for deputies have been trained on communication skills; 25representatives of different ministries, civil society, media and Kosovo Anti-corruption Agency were sent in Mavrovo for two days Retreat Session.

Environment Hot Spots

Environment Assessment of Trepca undertaken with remedial action plan proposed. USD 2.2 million were provided by the Netherlands Government for initial remediation activities.

Local Government

Support to the PMO and PISG in coordinating the development of a long-term holistic approach to decentralization for effective local government in Kosovo.Plans for 2008:

Initiation of e-governance programme, civil society programme and micro-regional development of effective local government.Internal Security Sector Review (ISSR)

Publication of comprehensive ISSR final report, endorsement of report by all government and international actors and incorporation of recommendations into Ahtisaari settlement package; 130 staff (30% female) from KPS, KPC, government ministries, and other agencies underwent mediatraining and crisis simulation.Kosovo Small Arms Control Initiative (KOSSAC)

7000 weapons destroyed in a joint effort with KFOR and donor partners at KFOR Camp Victoria; establishment of a Kosovo Small Arms Control Commission, chaired by the Prime Minister; drafting of a comprehensive Law on Arms; Kosovo-wide communications campaigns on small arms; support provided to Kosovo Police service in order to improve the evidence rooms in 46 police stations Kosovo wide. In total, USD 780 000 were spent during the 2007 activities.Women’s Safety and Security Initiative (WSSI)

The Project has established and equipped interviewing rooms for victims of trafficking and domestic violence in six regional police stations; equipped the Trafficking in Human Beings Investigation Section; it has contributed towards the increase of capacities of four safe houses in Kosovo with equipment and trainings; Judges and prosecutors were trained to effectively implement the existing legislation; WSSI has launched an information campaign that aims to increase community awareness on violence against women and trafficking in human beings; organized trainings on gender equality for journalists; and organized trainings for municipal gender officers. In 2007 the WSSI project spent USD 330 000.Emergency Response to Kosovo Floods (ERK Floods)

The project reconstructed flood-damaged infrastructure in 5 municipalities in total amount of USD 43 000.Emergency Response to Kosovo Fires (ERK Fires)

This project provided humanitarian assistance to families affected by summer fires in total amount of USD30 000.Strengthening Democracy Efforts in Kosovo through Peacebuilding Initiatives (SDEKPI)

Inter-ethnic training, outreach and dialogue activities in 6 municipalities organized in conjunction with CARE Kosovo in total amount of USD 180 000.Support to Security Sector Development (3SD) USD 80 000 Establishment of strong relationships with key international and Kosovo partners in the security sector; launch of a security sector baseline and impact assessment mission, development of an internal and external communication plan with the Ministry of Internal Affairs.

Rule of law

The UNDP Kosovo Office signed the Rule of Law programme on 2 November 2007. The programme consists of three key areas: Justice Sector Capacity Building, Access to Justice, Transitional Justice and Human Rights, the programme aims to achieve the overall outcome of supporting the effective implementation of justice institutions in Kosovo. It will be implemented in close partnership with Kosovo Government / Ministry of Justice, Kosovo Judicial Council, Kosovo Chamber of Advocates and the PISG Official Gazette. During 2007, the RoL Cluster organized several activities: Launch of the Web Page for Kosovo Judicial Council Round Table on Judicial Practice in Civil Law Workshop on Establishment of the Chamber of Advocates of Kosova Training Centre Round Table and discussion of the draft Law on Courts. A two day Legal Aid Seminar to support the recently established Legal Aid Commission and a two day training seminar for members of the Legal Aid Commission and the Legal Aid programme staff.

Plans for 2008

The Judiciary Bar Examination Project which is supported by Japan UNDP Partnership Fund with USD 200,000 will commence next year.

Support to the Kosovo Judiciary

Is a three year project and for the first year (2008) the Norwegian Government has already donated USD 650,000.

Access to Justice

Is one of the projects from the UNDP RoL programme that has already started and will continue in 2008. An assessment will be undertaken to evaluate the actual legal structure. The assessment will serve as a starting point for development of future projects for the RoL. Budget for the Assessment stage is USD 60,000 and for the Piloting policy recomandation project proposals USD 398,000.The Sustainable Partnerships for Assistance to Minority Returns to Kosovo (SPARK) has supported in 2007 334 families in their return to and within Kosovo. Assistance provided under SPARK includes housing reconstruction, socio-economic assistance, community development, rehabilitation of infrastructure, inter-ethnic dialog, etc.

The project is funded by the Kosovo Consolidated Budget and the Government of the United Kingdom and main implementing partners are local NGOs and municipalities.

The budget for returns amounted to about 8.5 Million US Dollars in 2007.SPARK Individual Returns

Up to date SPARK IR did support 274 families or around 1640 individuals of which 93 are Serbian returnee families, 101 RAE families, 30 Albanian, 30 Bosnian, and 20 Others (Turks & Gorani) returnee households. Of these families, 179 have received housing assistance in 2007.In partnership with a local NGO, the project provided in 2007 socio economic assistance with income generation grants to 110 returnee households. In partnership with municipal authorities, 135 returnee families in 13 municipalities donated Community Vouchers totalling EUR 135,000 to health/education institutions and community projects supporting their receiving community in Kosovo.SPARK Organised Returns

In 2007 SPARK OR started five organised returns projects, out of which four are/or will be completed by 31 December 2007:Lipjan/ Lipljan municipality – support to 13 Ashkali, 6 Serb and 1 Roma families; 5 Albanian families of the receiving community;

Abdullah Presheva Gjilan/ Gnjilane municipality – support to 19 Roma and 5 Albanian families; Berkove/ Berkovo – return of 19 Serb and 2 Albanian families;

Fushë Kosove/Kosovo Polje municipality - support to 30 Serb families and 4 Albanian families;

Return to Kline/a municipality - 15 Serb, 3 Egyptian and 3 Albanian families is another SPARK project, which started late this year and is expected to be completed within the first two months of 2008.

Design and construction of Water Supply System in Talinoc/ Talinovac started in 2006 and was successfully completed end of October 2007.

Return to Srpski Babus/ Babushi Serb – support to 75 Serb families is a project that started in December 2005 has been completed this year as well. Through this project 75 houses have been reconstructed, a new school is built and the village Ambulanta has been renovated.

The breakdown by ethnicity of the families returned this year through the SPARK Organized Returns Facility is as follows: 100 Serb families (around 400 individuals), 20 Roma families (around 120 individuals), 13 Ashkali families (78 individuals), 3 Egyptian families (18 individuals) and 19 Albanian families (95 individuals).

In total, 155 families have been assisted through SPARK Organized Returns Facility this year with housing reconstruction, socio-economic assistance, etc. Around 775 individuals received assistance.Gender Mainstreaming Initiative

UNDP Kosovo undertook a Gender Mainstreaming Initiative which aimed to accelerate the gender mainstreaming process already underway in the UNDP Kosovo office. Through advancing gender analysis, developing the capacity of UNDP staff, using local gender expertise and ensuring accountability and monitoring of gender mainstreaming within the office, progress was made towards achieving gender equality throughout all interventions undertaken by the UNDP Kosovo office.This project produced a tailored and specific office gender mainstreaming strategy while simultaneously ensured that all office staff are aware of and adhere to this document through monitoring mechanisms. UNDP Kosovo Office staff increased their capacity for gender mainstreaming which in turn benefits the Kosovo population as a whole, as programmes and projects become increasingly gender sensitive and gender targeted.Women’s Participation in Shaping the New Kosovo

Intended Outcome of this project is "normalized relations among social groups and between communities, citizens and institutions." Three inter-related project outputs shall support the achievement of this outcome in the following ways:Increased women politicians’ and women elections candidates’ awareness of, mobilization around, and advocacy for gender related issues and concerns and Increased communication between Serb and Albanian women in Kosovo toward peace and security.

The project , which has already started, will continue in 2008 and is implemented in partnership with UNIFEM.

In promotion of Volunteerism, the UNV office has successfully organized several workshops and community meetings where potential future leaders of Kosovo (youth NGOs, volunteer groups, students, etc) were met and valuable information for further effort to empower and enhance youth participation in development activities were shared.

The initiative for the law on volunteerism has been emerging and widely shared with people on the ground.

UNV has been cooperating with UNDP governance, security, rule of law clusters bringing International UNV specialists and interns to support the in these clusters. Almost all UNVs are fully funded by donor countries: Switzerland, Japan, and will be from Italy and Ireland next year. In addition, the number of National UNVs is increasing; currently they work for

UNDP and UNHABITAT. Next year they will start working for UNHCR and UNOPS. As a part of UN Kosovo Team, UNV supported NGOs to incorporate in their activities the aspect of Volunteerism and the promotion of MDGs: World Environment Day, International Children’s Day event in cooperation with World Vision, Youth Camp organized by GPDC with UNICEF and UNFPA .

The plan for 2008 is to further cooperate with UN Kosovo Team in promoting MDGs and enhancement of civic engagement through mobilization of volunteers. An increased number of UNVs, both international and national in different agencies and programmes.
